The Lawler City Council met in special session on July 18, 2022 at 6:00 PM.
Mayor Mark Mueterthies presided.
Council members present: King, Izer and Croell

The current ambulance service will be done December 21, 2022. The council discussed the final draft of the 28E Agreement from Chickasaw County to have a county run ambulance service. Mark reviewed the 28E Agreement with City Attorney Jon Anderson. Mr. Anderson pointed out some issues. The council reviewed them and said they were willing to accept the 28E agreement as written.
Motion by Croell to accept the Final draft of the 28e Agreement with Chickasaw County to provide Emergency Medical Services. Second by Izer.

Ashley Ewing told the council they have been cleaning up their property. The council noted the drive by appearance looked better. Izer stated to keep cleaning up. The vehicles are the nurses that help care for their son.
Larry Hruska explained to council he has be cleaning up. The council had noticed. He needs to clean up the oil totes. Mayor Mueterthies noted the oil totes cannot be near the creek behind his building. The DNR will fine the city.
Paul Rosenbaum spoke with Mayor Mueterthies and said he is making an effort to clean up.
Mayor Mueterthies to council Tara Kleiner cleaned up her property with a dumpster.
Anne Curran cleaned up around the property. Mayor Mueterthies noted the shingles need to be repaired.
Suzette presented a Citizen Complaint Form for council to put into policy. If a citizen has a complaint, they would need to come to city hall and fill out a complaint. They would need to sign and if need be come to council meeting to discuss complaint.
Motion made by Croell to put the Citizen Complaint Form into city policy. Second by Kuehner.

Mayor Mueterthies explained if the City of Lawler accepts the 28E agreement with the county, Lawler’s portion would $41,600 per year paid quarterly. This amount should decrease within the first two years. Croell made motion to accept the $41,600 28E agreement with the county. Second by King.

The city has not received any street bids as of July 5, 2022. Sealed bids need to be in by August 1, 2022. Street bids will be on the August Agenda.
Croell informed the council Governor Reynolds will be in Lawler July 6, 2022 to view the creek regarding the flood mitigation plan.
Blazek sent a bid of $10,850 to redo the bank of Crane Creek in Junko Park. Suzette explained since this was not budgeted for FY 22-23 the city will need to amend the budget for this expense.
Motion made by Croell to accept Blazek’s bid of $10,850. Second by Izer.

Izer discussed RAGBRAI. RAGBRAI committee will be putting an ad in the paper. The RAGBRAI meeting will be July 11, 2022 at 6:30pm.
King let Izer know the concession appliances are working and ready for the All-Nighters. The field is ready to be played on.

Ashley Ewing made a request for a Hearing with the council regarding the Nuisance letter. The council did not have time for a Hearing to discuss the nuisances. It was discussed the vehicles in her yard were not “junk” vehicles. Ashley Ewing had stated some of the vehicles were parked there for overnight help with her son. She also said they will be cleaning up the fence. The council asked her to show improvement before July 5, 2022.
Motion made by Croell to table the nuisance until July 5, 2022. Second by Izer.

Deb Speltz discussed street closures for Irish Fest. She is requesting North Brush Street, North Benz St and Main Street around Croell Park be closed. Also, North and South Depot Street for tents and Grove Street from Starlite Ballroom to the Fire Department.

Mark spoke with Mark Newel and Isaac Corbin regarding the grant for Flood Mitigation. He had said the city would need pay for a portion of the expense for the Flood Mitigation plan. The grant is not yet available. Kurt said he is still working on the project. He said the Governor of Iowa will be in Lawler the 1st week in July.
The city will be taking bids to fix streets in Lawler. The council discussed which streets to fix. Brown Street and South Chestnut were the streets discussed to be repaired. Motion made by King to take bids for the repair of Brown Street. Second by Izer.

Mark explained to the council the cities responsibility to help fund a county owned ambulance. Jason Byrne, Chickasaw Supervisor said Jeremy McGrath is willing to sell his equipment to the county. The County will be using ARPA money to help fund. The county will have a building with full time staff staying at the building. The cities in the county will need to help with support. The city of Lawler’s total portion is $42,098.92 per year possibly starting January 1, 2023. This is depending when the county passes. After 2 years the county is hoping to be self- funded.
Motion made by Croell to accept helping with the payment of the County owned ambulance. Second by Izer.

During RAGBRAI, all roads north of town will by one way roads. The fire department will be directing the support vehicles. The support vehicles will be coming in from the north of Lawler and the fire department will start parking them at Junko Park then on the streets north of Grove Street. The vehicles are allowed to park 8ft from the street. Jeremy Scheidel is working with the county for emergencies.
Delinquents were discussed.
