Janis Slater with Dennis Donovan, CPA, PC. Discussed the “Agreed upon Procedures” she recently performed for the City of Lawler. She reviewed the recommendations they have made to assist with City of Lawler internal control procedures.
New Municipality Accounting Software was discussed. Suzette had quotes from two companies. Janis Slater recommended Summit Software. She also agreed to help with getting the new software implemented for the city. She would be paid hourly and will draw a contract to sign for her professional help.
It was moved by King to purchase Summit Software without License of accounts payable, Bank Rec, General Ledger and Payroll for Library as Company 2 for $6,150 – allowing for Extra software not to exceed $11,000 to implement software and training.
Izer seconded it. All Ayes.
Izer left meeting at 7:45pm.
Eric Fibikar was here to discuss purchase of Tanker from Lawler Fire Department. It was agreed with Eric Fibikar and the council that the payment would be on the City’s budget starting in July of 2017.
Zubrod made motion to purchase tanker for $4500 if Fire Department Trustee agreed. Throndson seconded. All Ayes.
Mark spoke with Mike Leonard regarding liability of children playing on the snow pile on his property and was questioning if he was released of any liability. Mark spoke with City Attorney and he said to put up signs “Play at your own risk”
Move by King to have city attorney write up agreement regarding liability. Jay will put up signs. Zubrod seconded. All Ayes.
Scheidel made motion to amend the budget for accounting software with a Public Hearing February 6, 2017 at 7:15pm. Throndson seconded.
Discussion of Budget for FYJuly17-June18. Upcoming projects to include in budget include painting water tower, lagoon. Jay will find bids for new lawn mower and estimates for new truck.
Will discuss need for part time help.

Suzette Byrne will call the county to inquire about city representation from the county regarding the Turkey River Watershed meeting since the county has represented the city in the past.
A thank you and gift certificates will be sent to Frank Wilson for his time volunteering to mow city property.

Deb Speltz presented a plan for a trail on pond property. Requested the council acquire the property from the Iowa DOT. The transfer of the property would be of no cost to the city. Moved by Izer, seconded by Throndson to proceed with pond property transfer for trail development. All Ayes. Deb Speltz will contact the DOT for pond transfer.
Moved by King, seconded by Izer to open public hearing on the proposed intention to vacate city right of way. Duane and Pat Pitz opposed the vacating of portions of Center and Konzen streets. Cutting trees and cleaning out the ditch on the city right of way was discussed with Duane Pitz.
It was moved by King seconded by Izer to close public hearing on the proposed intention to vacate city right of way. All Ayes.
The council decided the proposed ordinance to vacate streets will not be passed.
The council discussed snow removal. The snow from the business district will be put on Mike Leonard property this year. The city will clean up the property in the spring. Council will revisit issue in the spring.
Mayor Mark Mueterthies agreed to meet with Chickasaw County Coalition Nov. 9, 2016 at 6:00p.m.
Sue Cutsforth discussed with the council her vacation hours.
Moved by King, seconded by Throndson to approve her vacation hours through March 30th as presented. All Ayes.

Lawler Park Project Completed
The Lawler Park Project committee, after a year or more of fundraising, were able to see the fruition of their work on Sunday, October 2, 2016, as a dozen volunteers showed up to put on the final touches. A huge congratulations to this committee for have the vision and organizational skills to pull it all together.
It didn’t take long for the completed project to begin drawing in the kids!
These are the volunteers who showed up to complete the project. There were many, many more who labored hours and hours in getting the equipment together. The crew that showed up yesterday included members of the Lions Club, the firemen, and local citizens: Richard Huber, Roger Dreckman, Jeff Jirak, Chad, Mary & Gage Gruenberg, Cathy & Tori Rosonke, Laurie Leibold, Darin & Bryson Balk, Jay Uhlenhake, Mark Mueterthies, Frank Wilson, Jeremy Maklenburg, Greg Kout, Lucas Scheidel, Pat Costigan, and Deb & David Throndson.
Mulch was obtained through a grant from the casino in Waterloo!
It was harder work than it appears in this picture, but well worth the effort.
And now, IT’S ready!!! Come on out with the kids, grand-kids, and great grand-kids.

Ashley Ewing and Mike Wilcoxson were present to discuss the complaints about their dogs. Moved by King, seconded by Zubrod that if there are any more complaints about the dogs at 205 S Depot Street some of the dogs will no longer be allowed at the residence. All Ayes.
Several concerned citizens had complaints about the lack of adequate toilet facilities at the Lawler All-Niter. The council decided that the Lawler All-Niter will not be allowed in the future without adequate toilet facilities. Law enforcement for the All-Niter in the future will be looked into. Law enforcement and toilet facilities for the tournament will be discussed with Jason Byrne the organizer of the tournament.
Ron Myers presented plans for water and sewer service lines to be installed. Moved by Scheidel, seconded by King to approve the plans from Ron Myers for water and sewer service lines with the approval of Jay Uhlenhake water and wastewater superintendent. All Ayes.
Moved by Zubrod, seconded by Scheidel to appoint Barb Bentley to the Library Board for a six year term. All Ayes.
Moved by Izer, seconded by Zubrod to get an estimate on bat extermination for the next meeting. All Ayes.
The fire department will be selling the tanker truck after the new fire truck is delivered. Moved by King, seconded by Izer to look into purchasing the tanker truck from the fire department after the new truck is delivered. All Ayes.
Water rates were discussed with Paul Rosenbaum.
The possibility of the Lions Club putting the fire bell on the city owned lot on Grove Street or selling the lot to Mary Gitch. was discussed.
Moved by Izer, seconded by King to pass resolution #080116 to hold a public hearing on September 6, 2016 at 7:15 PM. for the consideration of selling a city-owned lot on Grove Street to Mary Gitch for $750.00. All Ayes.
The installation of the new playground equipment was discussed. Moved by King, seconded by Scheidel to approve the purchase of the supplies needed to install the playground equipment. All Ayes.
Moved by Izer, seconded by Throndson to allow the trail committee to remove the tree west of the tennis court at Highland Park. All Ayes.
The engineering fees and the closing out of the well and water main project were discussed.
Moved by Izer, seconded by King to renew $10,000 CD investment for six months. All Ayes.
Delinquent accounts were discussed.
Moved by Izer, seconded by King to approve the city clerk job description with one correction and to advertise in the New Hampton Newspapers and the Calmar Courier for the position. All Ayes.
Moved by Izer, seconded by Scheidel to adjourn the meeting at 9:09 PM. All Ayes.
