Mayor Mark Mueterthies presided.

The council reviewed the Election Canvas Summary provided by Chickasaw County Auditor’s office. Kurt Croell with 22 votes and Gwen Kuehner with 16 votes have been elected to city council for a 4 year term. Mark Mueterthies with 59 votes has been elected as Mayor for 2 year term.
King made motion to set the Public Hearing on Proposal to Lease City Land on January 3, 2022 at 7:10pm. Second by Kuehner

Scheidel made motion to set Public Hearing on Proposal to Vacate and Convey City-owned Real Estate on January 3, 2022 at 7:15pm. Second by King.

Cathy Humpal with the Public library discussed Budget FY22-23. The library will be asking for an increase from the city if the County votes no to increase funding for libraries.
Mark traded his personal ranger to Drilling All-Sports in Calmar. Drilling All-Sports will sell to city for $8,500. The price will come out of the electric, water, sewer and park funds. Motion made by King to purchase ranger from Drilling All-Sports for 8,500.00. Second by Scheidel.

Fencing around yards was discussed. A few yards have fencing around the front yard and leaves have collected around the fence. The property owners have not cleaned up the property. Gwen mentioned to make ordinance for to allow only certain fences to be allowed in front yard. Suzette will do some checking on an ordinance to correct this.
Budget FY22-23 was discussed. Suzette explained she had talked with Iowa Department of Management regarding the budget for the box culvert project. The city does not know the cost of project or the amount we would receive from Iowa Homeland Security but can budget the expense and will also need to budget the revenue received for the project. Dawn Croell said it would cost around 5 million for this project.
It was mentioned to budget for snow removal equipment.
Suzette mentioned to schedule work sessions for working on budget.
Mark explained the county is requesting to sign a new Chapter 28E Agreement for the Ambulance Service. Scheidel made a motion to sign the 28E Agreement with for the Ambulance Service. Second by Croell.

Mark said the Ambulance board received a quote from AMR Ambulance service for $245,000 for the FY2022-2023. They will not accept Blue Cross/Blue Shield. The ambulance board is not interested in AMR. Ambulance personal will not work for AMR.
Jason Byrne, county supervisor discussed the option of a possible county run ambulance. Jason has spoken with other counties who have their own ambulance services. At Monday supervisor meeting, the county discussed to use the ARPA money to help with expenses for the ambulance service and eventually a 28E agreement with the cities. A contractual service will be hired for billing for the service. The county also mentioned to set of scholarships to send to schools to keep the service running.
Delinquents were discussed.
The next meeting will be January 3, 2022 at 7:00pm

A parcel of Diagonal Street described as follows:
Right-of-Way Reversion Parcel #1, Project Number: 2021 Diagonal Street in the Southwest Quarter of the Southeast Quarter of Section 4, Township 95 North, Range 11 West of the 5th P.M., City of Lawler, Chickasaw County, Iowa, and more particularly described as follows:
Commencing at the South Quarter Corner of said Section;

Kurt Croell had Herold-Reicks Surveying survey the new build at Bucky’s. The building is on a portion of city property. Kurt Croell informed the city he will purchase the property for $500.00 and take care of all expenses to sell.
Motion made by Izer to sell property to Kurt Croell for $500 and all expenses. Second by King.

Mark Mueterthies, Jay Uhlenhake and Kurt Croell met with Iowa Homeland Security and Emergency Management for state funding for flooding. The city is working with them for funding to make the channel wider going through town. Some property may be lost to do this project to help flooding within the city.
Cathy Humpal discussed security cameras for the library. The company the library is going through wanted to know if the city would be interested. The library said they have a quote for $3,000 and plan to cash in a CD to pay for it.
Suzette explained Northeast Iowa Community Action Corporation is launching a new program. LIHWAP an emergency program that will help low-income households and families afford water and wastewater services. This is to help residents pay past due water and wastewater bulls, avoid shutoffs, and regain disconnected accounts.
Motion made by King to approve LIHWAP. Second by Izer.

The council reviewed the Farm Lease with John Brincks to decide when they are ready to approve lease. This will be on December agenda.
The furnace that heats the library and community room is 30 years old and the controller went out and is too big. The city received bids from Geerts Plumbing & Heating and Mic’s Plumbing and Heating. We could possibly sell the old finance.
Motion made by Croell to approve Mic’s Plumbing and Heating bid. Second by Izer.

Mark gave an update on the Chickasaw Ambulance. The contract will terminate June 2022. The next ambulance meeting will be November 21, 2021.
Mark is trading his personal ranger with Drillings and is working out for Drillings to sell to city. He would like a consensus with council on the December agenda.
